百城禁毒會戰打響，化妝偵察員寶玉完成任務，期待歸隊。可是，一次更大更險的新任務需要他去完成。寶玉利用失憶住院的大毒梟金飛，開始了新的臥底生涯，在沒有特勤人員的情況下，打入飛城企業，取得董事長田竟的年輕妻子、總經理林鶯的信任。由於寶玉的身份太過敏感，更因為田竟在洪川經濟建設中的重要地位，不能引起他的懷疑，影響了洪川的經濟發展。而田竟又絕不允許妻子林鶯與販毒集團的成員有所牽連。因此，寶玉的任務，幾乎不可能完成。就是在這種不可能的情況下，經過寶玉、連忠以及秦越、高達等前化妝偵查人員的努力下。查出田竟是隱蔽得更深的大毒梟。他不僅販毒，還有一個更大的計劃，要在鄰近中國的海域建立一個大型毒品基地。經過戰鬥，寶玉和他的戰友們付出了生命的代價，取得了勝利
