テレビ番組のディレクター・沼崎恭太(小泉孝太郎)は、富士の樹海で女性の遺体を発見する。事件を調べた刑事の白井守(豊原功補)は心に何か引っ掛かっていた。その頃、救愛記念病院に男女が救急搬送され、それぞれの手術痕から腎臓移植が行なわれた事を知った院長の大田勇(小木茂光)はその移植が違法である事を察知する。やがてその手術を執刀した療聖会日野病院の院長・日野誠一郎(武田鉄矢)が警察に任意同行を求められる。
