舞台はTS西暦2XXX年―。人類は"緩やかな世界政府"を樹立。全ては国際AIネットワーク〈サピエンティア〉に委ねられ、人々はその合理的判断に従って生活を送っていた...。しかし〈サピエンティア〉が進めた"月開拓事業"は、汚染物や犯罪者を月に送ることで平和を保つ地球と、貧困な生活を強いられる月の格差を生み、独立戦争の火種となりつつあった。ある日、爆破テロに巻き込まれた主人公のジャックは、地球からの解放を企てていた月の反乱軍によって家族を奪われる。復讐を誓ったジャックは、地球軍の調査兵として仲間と共に月へ向かうことを決意する―。
