おおぞら銀行地蔵通り支店長である野崎修平（織田裕二）は、正義感と人情味あるその人柄から行員や街の人々に好かれているものの、出世コースとは程遠い行員生活を送っていた。そんなある日、支店が閉鎖されることになると知らされる。出向を覚悟していた野崎の元に人事異動がくだる。その異動先はなんと役員昇進である監査役への就任であった。 監査役になった野崎は銀行内での不正を目の当りにし、この銀行を変えると決意する。そして、銀行が抱える「究極の闇」に辿り着く。 そこには、現おおぞら銀行頭取・京極雅彦（古谷一行）の影が…。野崎に対抗すべく、京極が出向先から呼び戻した剛腕の行員・武田真吾（岸谷五朗）や、おおぞら銀行初の女性役員を目指す立川祥子（松嶋菜々子）も加わり、銀行内で熾烈な戦いが繰り広げられる。
