上世纪二十年代，警察局局长林傲东被枪杀，养女林九歌（鞠婧祎 饰）被指认为凶手，含冤入狱。九歌在狱中生存艰难，一方面要与形形色色的女犯人周旋，在与她们的博弈中成长；另一方面，还要应对伸入监狱的黑手，在如影随形的死亡威胁下，与时间赛跑，越狱，洗冤。而自九歌入狱后，警察龙天羽（炎亚纶 饰）一直调查真相。最终，九歌靠着自己的智慧与手腕，在龙天羽与萧临风这一警一匪，却同时深爱她的男人的帮助下，摆脱了自由的枷锁，不仅成功为父亲和自己洗冤，更端掉盘踞上沽多年的黑暗势力，铸造了一段上世纪二十年代的女性传奇。
