11-year old Persia is an energetic young girl who has grown up alongside the animals on the Serengeti plains of Africa wearing only a leopard skin. Twins Riki and Gaku Muroi and their grandfather, Gōken, bring Persia to Japan with them in Minato-machi (lit. Port Town), where she lives with a couple who own a grocery store. During an incident during the return flight to Japan, Persia finds herself in the "Lovely Dream", the land where dreams are born and grow. It is a wintry place, and dreams cannot get out. The Fairy Queen appears before Persia in the form of a butterfly, and explains that the Lovely Dream is in danger, requesting Persia's help. She gives Persia a magical golden headband with a star which reacts to the word "Papurikko". With it, Persia can conjure a magic baton which bridges her world and Lovely Dream, as well as transform into an older self by saying "Perukko Raburin Kurukuru Rinkuru". She is sent with three kappa back into the regular world with the mission of collecting love energy to thaw the frozen Lovely Dream.

Cristal demande à la jeune fille de rechercher l'amour des rêves des humains et lui confie pour ce faire une baguette magique qui se dissimule sous la forme d'un serre-tête. Elle sera aidée dans cette mission par les 3 kappas, Ding, Dang et Dong. De retour au Japon, Vanessa s'occupe pour commencer de faire venir son lion d'Afrique et le transforme en un gros chat...
Evelyn è una bambina di 11 anni, figlia di una coppia giapponese, ma cresciuta in Africa. Dopo tanti anni trascorsi nel caldo continente, la ragazzina, affidata al miglior amico del padre, il professor Muroi, torna con quest'ultimo in Giappone dai genitori. Durante il viaggio di ritorno, l'aereo viene risucchiato in una dimensione parallela chiamata Lovely Dream (Sogno d'Amore, in Italia); qui la ragazzina incontra tre Kappa, i quali le spiegano che il loro mondo è legato al suo tramite i sogni umani, ma che tuttavia la maggior parte di essi non riesce a superare la barriera di Lovely Dream congelandosi prima di realizzarsi. Solo l'energia dell'amore può scongelare questi sogni e riportare la primavera in un mondo sempre più ibernato; i tre chiedono quindi aiuto alla bambina a cui viene donato un cerchietto magico con cui potrà raccogliere l'energia d'amore ogni volta che ne farà uso. Accettando quasi involontariamente, Persia si ritrova così immersa nella frenetica vita di Tokyo e con il potere di trasformarsi in una bella ragazza di 17 anni dalle mille capacità professionali.
아프리카 태생의 야생미 넘치는 원기발랄한 소녀 페르샤(샛별이)는 양친이 일본으로 귀국하여 슈퍼마켓을 경영하게 됨에 따라 부모 곁으로 돌아오게 된다. 일본으로 오는 비행기 안에서 현기증을 일으킨 페르샤는 '드림월드'라 불리는 이세계로 들어가고, 이 곳에서 요정들의 여왕 페어리를 만나게 된다. 페어리로부터 요정의 나라를 구할 수 있는 유일한 힘인 '사랑의 에너지'를 모아 달라는 부탁을 받고 이를 승낙한 페르샤는 그녀에게 받은 변신 능력(17세의 소녀로 변신할 수 있게 됨)을 이용해 점차 얼음으로 뒤덮혀가는 러브리 드림의 옛 모습을 되찾기 위한 '사랑의 에너지' 모으기를 시작하게 되는데...
