Tratto dall'omonimo fumetto, la storia si svolge nella Città Senza Nome e il protagonista è Rat-Man, un supereroe che la difende e lavora fianco a fianco con la polizia. Si tratta di un supereroe senza alcun superpotere, un povero deficiente, che però in un modo o nell'altro, dopo divertentissime gaffe, riesce sempre a portare a termine la sua missione.
