ゲイツという男は、新聞のマスクを着用し、法律で罰せられないことで有罪とみなす人々に対する正義の罪を国民に知らせるインターネットビデオを投稿する「神文師」と呼ばれる謎のグループを率いています。 一方、警視庁のサイバー犯罪部門のエリート検査官である吉野エリカは、新文士のメンバーを追跡し、彼らの犯罪を阻止しようとしています。 しかし、グループは徐々に彼らのビデオで一般の人々の支持を勝ち取り始めています。
