漢城市を拠点にしている桜田組の組長が、韓国マフィアの金数義(山口祥行)に殺された。金は五条財閥を率いる五条亘(リリー・フランキー)とひそかにつながっていたのだった。かねてから五条の告発を狙っていた検察庁検事長・平山健司(加藤雅也)は、公安0課の小泉香(壇蜜)に特捜班の編成と指揮を任せる。熊本(勝矢)、猿崎(三元雅芸)、野原(坂ノ上茜)、そして服役していた刑務所から期限付きで出所を許された元強行犯警部・虎田誠(小沢仁志)が特捜班のメンバーとなる。
