Luca, un taciturno empleado inmobiliario, trabaja en una empresa interesada en construir un housing en unos viejos terrenos del ferrocarril. Ante las burocracias que imposibilitan el avance de la obra, recurre al diputado Cardone quien se involucra en el negocio y lo convierte en su testaferro. Enceguecido por su ambición, Luca no advierte una caída sin límites.
