1945年、焦土と化した東京。“国岡商店”の創業者、国岡鐵造は従業員を誰も解雇しないと宣言する。だが、石油業を再開したい国岡商店に対し、国内の販売業者、欧米の石油メジャーなど常に様々な壁が立ちふさがる。それでも常識を覆す奇想天外な発想と、型破りの行動力で鐵造は新たな道を切り拓いていく。そんな中、敗戦の悲嘆にくれる日本人に大きな衝撃を与える“事件”が発生する。
