U.C.（宇宙世紀）0079年。アジア地区の連邦軍コジマ大隊は、ジオン軍の秘密兵器アプサラスの情報を掴むために部隊を展開させていた。大隊に所属する第08MS小隊は、アプサラスの射爆場を発見し、機体の捕獲に乗り出すが失敗。小隊長のシロー・アマダは、その交戦の最中アプサラスに取り付いたまま消息を絶った。
その後、シローは無事救助されたものの「スパイ容疑」をかけられてしまう。そんなシローの前に現れる情報部のアリス・ミラー少佐。彼女はアプサラスの情報とシローのスパイ容疑を調査しに、コジマ基地を訪れたのだ。ミラーが用いた薬によって、シローはアプサラスの女性パイロット、アイナ・サハリンへの想いを打ち明けてしまう。
そんなシローを待ち受ける審問会。スパイ容疑の廉で出廷したシローは「敵でも分かり合える人間はいる」と、青臭い理想論を展開し、出席者の失笑を買う。そして…。
