Fortsættelse af actionthrilleren Underverden fra 2017. For syv år siden gik Zaid i krig mod København underverden for at hævne sin bror. Mens han sidder i fængsel, bliver han opsøgt af en PET-agent, som tilbyder ham at blive løsladt, hvis han til gengæld infiltrerer byens bandemiljø.
