流浪汉赵三发，与查案受伤的大内高手李传卫，因相貌相似偶然互换了身份。李传卫趁机混入反清组织并被委以重任，陈馨儿(赵丽颖)赵三发却入宫成了禅位前后的乾隆皇帝贴身侍卫。没有一丝武功的“低手”赵三发，游走于乾隆、嘉庆与和珅之间。虽然方法不同、地位不同、身份不同，但他们却明暗联手，在紧要关头，帮助嘉庆皇帝除掉了和珅，联手挫败了明教的叛乱阴谋。同时，他们也找回了相隔已久的兄弟亲情，找到了各自的所爱。随着朝野斗争逐渐明朗化，随着李传卫的记忆逐渐恢复，也随着赵三发的越搅越深，他们二人在无意中互相靠拢着。同时，他们渐渐感觉到了对方的存在。当嘉庆皇帝准备大赏功臣的时候，他们却离朝而去，一起去寻找自己亲生父母的坟茔。
