西暦2002年。街では、人々が忽然と失踪する事件が連続発生していた。真相を追うネットニュース配信社OREジャーナルに所属する見習い記者の城戸真司は失踪者の部屋を取材中、奇妙なカードデッキを発見。その力で仮面の戦士に変身してしまった真司は、鏡の中の世界に迷い込み、自分と同じような仮面の戦士がモンスターと戦っている光景を目撃する。 命からがら現実世界に戻って来た真司は、もう1人の仮面の戦士である秋山蓮と彼と行動を共にしている神崎優衣から、連続失踪事件は、ミラーワールドに住むミラーモンスターによる捕食であること、仮面の戦士は、ミラーモンスターの力を使うことができる超人・仮面ライダーであることを知らされた。真司は、蓮が変身する仮面ライダーナイトと同じようにミラーモンスターと契約したことで、正式な仮面ライダー龍騎となり、ミラーモンスターから人々を守るために戦っていく。 仮面ライダーは全部で13人いるが、それぞれの目的のために、最後の1人になるまで戦わなければならない宿命にあった。 真司と蓮は、優衣の説得もあって、共闘しながら、ミラーモンスターと戦っていくが、ライダーバトルは混迷を極めていく。

Kamen Rider, also known as Masked Rider, is a Japanese media franchise consisting of tokusatsu television programs, films, and manga, created by manga artist Shotaro Ishinomori. Kamen Rider media generally features a motorcycle-riding superhero with an insect motif who fights supervillains, often known as kaijin. The franchise began in 1971 with the Kamen Rider television series, which followed college student Takeshi Hongo and his quest to defeat the world-conquering Shocker organization. The original series spawned television and film sequels and launched the Second Kaiju Boom on Japanese television during the early 1970s, impacting the superhero and action-adventure genres in Japan.
