るい（高島礼子）は、奉行所同心の一人娘だったが、故あって武家を捨て、「かわせみ」を開業した。恋人の神林東吾（中村橋之助（３代目））は、八丁堀に住んでいた頃の幼馴染。るいより年下で、兄の通之進（草刈正雄）は、南町奉行所の吟味方与力を勤めている。東吾は、次男坊の気楽さで、相談事や事件を引き受け、親友の同心・畝源三郎（宍戸開）や岡っ引きの長助（冷泉公裕）の助けもかりて、あざやかに解決していく。
