羽多野町に住む女子大生の富樫琴音が、自宅の庭に指の第1関節だけ残して失踪するという事件が発生。その事件は未解決のまま25年が過ぎる。琴音の双子の兄である富樫浩之（安田顕）は警察官になり、羽多野署生活安全課に勤務している。そこにキャリア警察官の八代真人（水上恒司）が異動してくる。気の合わない2人だが、課長の森平の命令でペアを組むことに。そしてパトロール中に通報を受け認知症の老人の捜索へ行くのだが…。
