ハン次長の人事聴聞会が行われている場で、イ･グムファ殺害事件に関する容疑でジュウォンがドンシクに逮捕されてしまう。これはハン次長を陥れるための芝居だったのだが、ドンシクとの約束を破ってジュウォンが罪を認めてしまったため、ジュウォンは停職処分になる。一方、ジョンジェはイ･チャンジンを葦原に呼び出す。そこに来ていたト議員がイ･チャンジンに、ハン次長と何をたくらんでいるのかと問い詰める。
