大岡忠相は、家族や友人、部下たちに支えられ、江戸町人たちからは名奉行として慕われている。将軍吉宗が江戸市中を徘徊していた折、岡っ引・小者の横暴を見て、北・南町両奉行に岡っ引・小者の廃止を命じるが、忠相らの奮闘によりこれを撤回させることになった。また、元罪人の善行の意図を汲み情状酌量を考慮した人情味あふれる裁きや、地蔵を捕縛することによって真犯人を見つけ出す知恵などで人々を魅了するのであった。
