1949年5月27日，在党中央领导下，艰难的“上海战役”宣告结束，上海解放。根据党中央决定，由陈毅市长带领曾山、潘汉年等党政军领导，以及丹阳整训的数千干部，对上海予以全面接管，从而开启了中国共产党领导建设经济特大城市的征程。在中央对战事、外交、经济、金融等各条战线的战略指导下，在全国一盘棋的统筹运行中，陈毅等上海市领导带领广大干部群众，在错综复杂、物资匮乏的艰难局面中奋力前行。他们奔赴一线抵御台风灾害，以铁腕钢拳粉碎金融投机，大胆改良生产经营方式、运筹帷幄打赢“粮棉之战”，解决“大轰炸”险情，化解“四月危机”，为上海防空建设抢修机场等，最终完成党中央交予的“全国支援上海，上海支援全国”的经济建设和大城市管理重任。
