大手広告代理店「電央堂」の就職試験を勝ちあがった大学生8名。彼らに課された最終選考の課題は、政府チームとレジスタンスチームに4人ずつで分かれ、宣伝によって仮想国家の国民を戦争に導けるかどうかを競うゲームだった。勝敗の行方やいかに、そしてこの最終選考の真の目的とは？ ――先の読めないゲーム展開と衝撃のラストが、宣伝広告の本質、ネット社会における民主主義とはなにかを問いかける。
