The series takes place in the bedroom of a young boy named Harry, who sleeps under a patchwork quilt, with each patch having a weather related image. In a weatherhouse in his room live Mr and Mrs Brolly who create weather. They teach Harry about weather patterns and other phenomena. Other characters include Harry's soft toy animals, an elephant and a hippo, a snake shaped draught excluder and a wooden bird.
