궁궐 중심의 드라마에서 탈피하여 그동안 잘 다루지 않았던 조선조 말엽, 가난하지만 선량하게 살아왔던 노비와 거지, 갖바치, 백정, 왕자패 등 소외된 인간들의 삶과 사랑을 보여준다. 부패한 탐관오리들을 척결하러는 정의로운 포도부장과 의적의 모습을 동하여 오늘의 현실을 되돌아본다.
