在成都解放前夕，因战乱与组织失联的共产党员李亨成了一只断线的风筝。在遇到被严刑拷打的故人老周后，终于联系上了于同，成为与于同单线联系的我党潜伏人员。在此过程中，李亨斡旋于国共双方的地下组织，江湖袍哥的恩怨纷争、国民党内的派系斗争以及四川军团中的明争暗斗 。
