While he doesn’t realize the double nature of Julian’s life, Jake is bordering on obsession in bringing peace to the families and friends of their lost comrades, with Section 31 is in his sights. Garak has attended to the Andorian issue, but little is known about his involvement with the Breen. Garak’s intentions with the Andorians were an honourable attempt to stabilize a Federation still reeling from the Romulan sim conflict – a conspiracy created by operatives within the highest echelons of Starfleet.
